In order to increase teaching quality in the round, in the year of 2007, Hunan Provincial Department of Public Education decided to carry out the eleventh five-year provincial key construction plan for vocational education, and provincial excellent course construction project in vocational colleges ad schools is one of the key plans. This project is scheduled to use two years (i.e. the years of 2007 and 2008) to construct 200 provincial excellent courses in vocational colleges ad schools, among which 100 are in the secondary vocatioal schools. Provincial Excellent Course Project aims to change teaching concepts, to deepen course reform, to increase teaching quality and to innovate talent cultivation mode in vocational colleges ad schools. Many secondary vocational schools in Hunan province reacted to this project actively and achieved good result. So far, there are 30 Excellent Courses in secondary vocational schools have got the approval of construction. It is necessary to have a good Excellent Course project management in the course of Excellent Course construction. Therefore, management mode of Excellent Course construction in secondary vocational schools is a problem that we need to probe into.This paper uses Hunan Medication Secondary Vocational School as an example to probe into the problem of Excellent Course project management in the secondary vocational schools. The article at first defines secondary vocational schools, Excellent Course, project and project management. Then, it analyses the necessity for the secondary vocational schools to conduct Excellent Course project management. In addition, it illustrates the existing problems and causes when implementing Excellent Course project management in the secondary vocational schools, maily giving detailed description in the programming, implementing and monitoring of Excellent Course project. In the last part of the paper, it presents strategies and suggestions to the above problems, including four parts: (1) correctly dealing with the relationship between this project and other projects; (2) well managing the interested persons; (3) constructing the project management organization and training personnel concerned; (4) increasing organizational culture construction and establishing good management environment.Following the principles of scientificalness, practicableness, novelty and feasibility, and using the ways of literature review, survey and comparison, this paper analyses the achievements and existing problems of Excellent Course construction in the secondary vocatioal schools. In the meanwhile, on the basis of the latest knowledge system of current project management development and the practice in Hunan Medication Secondary Vocatioal School, starting with the aspects of theory and practice, involving in science of management, education, society and behavior, the paper takes a probe into the theory and has a new development in the practice.
