The introduction of talents serves as the major way to enhance teaching resources, and is of great significance for the development of universities or colleges. However, many problems have arisen in the introduction of talents among many universities or colleges in recent years, which greatly showed a negative impact on the efficiency of universities and seriously impeded their further development. Therefore, careful investigation on those problems will definitely help us further recognize the importance of the introduction of talents for colleges or universities so as to continuously innovate and perfect the mechanism of introducing talents in colleges or universities, and similarly to improve the quality and efficiency of the introduction of qualified talents.Taking Y College as the main subject, this thesis adopts a comprehensive literature survey, interviews and other information-gathering methods. Similarly, the thesis has probed into the problems existed in the introduction of talents and deeply explored its reasons after thorough examination of the history and contemporary work of talents recruitment since the mergence of Y college. Finally, the thesis proposed a number of improvement measures on the mechanism of introducing talents on the basis of theories related to human resources planning and the problems Y College faced.The introduction of talented resources for colleges or universities is quite complicated and covers a wide range of factors. The author is very likely to have biased viewpoints as the analysis and data start from one single college. At the same time, the introduction of talents should be constantly adjusted and innovated while the external and internal environments vary. In addition, owing to the theoretic constraints and the probably inadequate comprehension of related theories on author's side, there could be some flaws and something still needed improving in the thesis.
