The fairness of the compulsory education of the non-native children (the children of the migrant workers') is an inevitable issue in the socialist market economy and the process of urbanization. Therefore, addressing the issue properly is of great importance in building a well-off society in an all-round way ,and a major task in our educational cause as well. These children have the equal access to the compulsory education just as the local ones do. In a decade or even less, these children will be grown-ups, so their education has been a key issue that can never be ignored and great emphasis has to be laid on it, which is good not only for the sound growth of these children themselves, but for society as a whole. This article focuses on the current situation, and the root of the problems of the fairness of the compulsory education of the non-native children, and in the end some proposals will be put forward.The paper is divided into 5 parts. Introduction part is about the purpose of selecting the topic. It points out that fairness of education has been our common pursuit. There are also the goal of the study, contents of the paper, the scope and concepts of some terms used in the paper. In the end of the part are research methods and difficulties met with in the process of study.In the first chapter, the paper mainly discusses the necessity of the children of migrant workers' enjoying fair compulsory education from different angles such as statutory rights, human rights, children's mental well-being, economic development, social stability, etc. so as to provide a sound basis for the argument later on. It has also proved the value of the research itself.Chapterâ…¡,â…¢andâ…£are the main body of the paper. In chapter II, the writer of the paper has conducted surveys on the admission, funds, curriculum, teachers, and teaching facilities (hardware) of the schools of the non-native children to find out the differences between the schools for native and non-native children. Meanwhile, other methods are also employed. For example, "bottom-up" method ( paying a visit to the non-native children's homes, having a chat with their parents, interviewing their headmasters, conducting surveys, having group discussions, etc.), "top-down" method (interviewing the administrative officials and public school headmasters to reveal the real meaning of some terms used in education.), " on-the -spot inspection"( to find out the existence and seriousness of the problems in compulsory education of these non-native children). In the end, the conclusion is reached that the non-native children can not enjoy the right of equal education as the local children do, which is mainly shownin the following aspects: unequal access to compulsory education, funding shortage, low quality of staff, and serious lack of teaching facilities.Chapterâ…¢mainly analyzes the factors that restrict realization of equal education of the non-native children, of which are inadequate investment, unreasonably orientating the nature of compulsory education, rigidity of education management system, insufficiency of educational appropriations, and deficiency of legal protection.In chapterâ…£, based on the analyses on the previous chapters, some suggestions are put forward to promote the fair compulsory education of the non-native children. One of them is that the public schools should be accessible to these children. In this way, such long-standing problems as mentioned above with the schools for the non-native children now will be properly addressed. It will certainly serve to improve the compulsory education of these children in Jiading District.
