With the development of a knowledge-based economy and the promotion of the innovation-oriented country, more and more pressing needs for building the high level universities is raised. The expert workgroup of higher education and social problems from UNESCO pointed out: "Without more and higher-quality education, it has been more and more difficult for developing countries to benefit from the knowledge-based economy." Therefore, high level universities have been the main body and rely-on factor for China to realize the innovation and obtain the competitive advantages. As a core resource in the high level university, the academic human resources directly determines the university's level, so improving the using efficiency of the academic human resources through the way of the allocation has been the key and core factor to build the high level universities.Through the studies on the literatures and data and the analysis of the academic situation of the allocation of human resources, we tapped out that the underlying reason which caused the problems existing in the allocation was the lack or the wrong orientation of the goal incentives. Based on this finding, my paper brought forward a solution from a new perspective, that was, the basic guidance to solve the problems existing in the allocation should be the discipline mission and universities should examine their own allocating behavior under the guidance of the discipline mission. Thus, universities should first restructure the participating bodies structure from the micro-level way and bring the discipline organization into the participating bodiss, so that schools, colleges and disciplines can be integrated into the negotiation community. Second, universities should reconstruction allocation process model and rights distribution model based on these three main participating bodies, so that the disciplines can play the main role and the academic rights can occupy the dominant position. Finally, universities should readjust the methods to allocation and optimize the issues related to the appointment system. Compared to the previous studies, one of the biggest innovations in the paper was that this paper re-examined and solved the current allocation problems from the view of the micro level and from the perspective of discipline mission which was a ground-breaking.
