Flexible employment because of its' low threshold of employment, inclusive, flexible mechanism, the advantages of convenience advance and retreat, is conducive to solving the employment problems, promoting economic development, growing to the international community and Government. From the 1980s, more flexible employment is to flourish. China's urbanization process forward, coordinating urban and rural society to promote the harmonious development of urban and rural areas, speed up the surplus rural labor to non-agricultural areas of the transfer speed, a flexible employment groups to promote the development and expansion. In our country at this stage, flexible employment groups in society in general or the status of vulnerable groups, in particular the wage income, low cultural level of the group. This part of groups with low levels of social security, mobility, if not properly resolve this part of groups of the social security problem, particularly in the social pension insurance issues, will the entire socio-economic development of a stable and harmonious many potential safety problems.Flexible employment is conducive to solving the employment problems and promoting economic development because of its' low threshold of employment, big inclusive, flexible mechanism and convenience, and it is given much attention of the international community and government. From the 1980s, it is flourish and develops faster. With the promotion of urbanization, coordinating urban and rural society have promoted the harmonious development of urban and rural areas, speeded up the transference of the surplus rural labor to non-agricultural areas, and promoted the flexible employment groups to develop. At this stage of our country, in generally speaking, flexible employment groups is in the vulnerable status in society, in particular the group of low level of income and culture. This part of groups with low levels of social security and great mobility, if they can't be resolved the social security problem properly, particularly the social pension insurance issues, the entire society will have many potential safety problems in the process of economic development and harmony.The starting point of this paper, is to define the pension insurance mechanisms of the flexible employment of mid-and-low level group, on this basis, analyzing the problems and difficulties . Then it discussed the social pension insurance system of the flexible employment of mid-and-low level group and proposed supporting measures. The research results are as follows:â‘ The major problems of the pension insurance of the flexible employment of mid-and-low level group: the system are not unified and stereotypes; management system is not coherent, management tools are behind; social pension insurance funds is insufficient; social pension insurance is lack of legal support. The ageing of the population and the dual structure are the difficulties.â‘¡The Reason resulted in the problems of the pension insurance mechanisms of the flexible employment of mid-and-low level group are complicated, the basic reason are the lower status of flexible employment groups and the traditional concept of employment, the main reason are the poor stability and income, the deep reason are the legal system is not perfect and imperfect measures.â‘¢The mechanism is essential for the pension insurance of the flexible employment of mid-and-low level group .These mechanisms include the financing mechanism, the fund operating mechanism, the fund oversight mechanisms, the risk prevention mechanism and co-ordinate management mechanism.â‘£Proposed supporting measures for the pension insurance of the flexible employment of mid-and-low level group: perfecting the legal system, publicity and authority recognized first, enhancing the acceptance of flexible employment concept, improving the flexible employment service system, improving the satisfaction of flexible employment, protecting the rights of the employee and strengthening the implementation of policy and legal efforts.
