Agricultural broadcast and television education institute is always dedicated to farmers' training program and pay much attention to the "Three Agricultural Problems in Modern China." it has developed into a relatively complete network which has the advanced, flexible, practical and various teaching ways and means. With less investment and quick return, it broadly increased farmers' knowledge about the science and technology. Agricultural broadcast and television education institute lays the foundation for the increase of farmers' income. It has become the main means to train and educate farmers in order to develop their knowledge about the science and technology.Xi'an Institute of Agricultural Broadcast and Television Education carried out the party's policy to help farmers, providing agricultural production knowledge and technology to the rural area where it is mostly needed. With "multi-form, multi-level, multi-department and multi-function" teaching characteristics, it became the very training form which can broadly train the rural cadre in grass roots, farmers, agriculture mechanic in Xi'an. Meanwhile, it positively changed rural cadres' knowledge structure; positively developed rural labors' knowledge about the science and technology; positively advanced agriculture mechanics' skill; positively promote agricultural production to specialization, commercialization and modernization. By researching the training condition of Xi'an Institute of Agricultural Broadcast and Television Education and then analyze, by comparing teaching level and teaching effect in resent 5 years, we realized that: differences of understanding lead to the policy unfulfilled, inputs shortage is serious; teaching foundation largely unsubstantial, not all network passes, teachers team and attraction are not strong or competitive enough, the teaching condition is not qualified with the farmers' training which network is not in order. The ways to research the developing strategy and the farmers' training mode of Xi'an Institute of Agricultural Broadcast and Television Education are as follows: focuses on the theme of well-off family and developing farmers' knowledge about the science and technology; use policies for investment and exert their advantages and roles, establish a "farming-based" concept and grasp the opportunity to strengthen itself; adapt to the direction of rural educational market and innovate educational pattern; combine it with county, vocational schools, teaching department and institutions supported by society, pay attention to the quality and effectiveness of training and education, make the farmers' training and education into a virtuous circle, promote the agricultural broadcast and television education healthy development.
