| The network has grown much furious these days. However,we have to recognize that the network is undermining our real social order while benefitting we human being a lot. The ethics, Morals and laws, which have a great authority in social entities, are no more than noneffective dogma in the network social. Various evil phenomena have been spreading on the internet with this technology platform. Simultaneously Network deviation as well as cybercrimes is getting worse rapidly. In this paper, I will enumerate a few problems in the network society caused by the deviation. Besides I will expound these issues from both macro and micro perspectives. The following are the main issues from macro point of view: lack of internet culture, the negative impact of network democratic, cybercrimes and so on. and These are the issues from micro point of view: Young web surfers, internet bars ,sociality of the internet uses ,on -line pornography ,IAD and so on. These network problems are affecting our country stability macroscopically. Microcosmically they are doing harm to spirits of the internet users as well as to their physical health. In other words: these problems not only affect the health of internet community but also ruin the existing norms of our There must be laws to go by, the laws must be observed and strictly enforced, and lawbreakers must be prosecuted. social.Thesefore ,more and more people become aware that network must be standardized. Then our point is: how can we standardize the network society? Currently Experts at home and aboard have put forward their own views from law, moral or technology angle. However ,the three have a certain lever of one sidedness. They can not conduct the network as a comprehensive guide. so I studied a large number of documents and information concerned in this paper and I explained "what the network society should be like and its nature according to the network society's specialty. On this basis, I bring forward a systematic method to get our network standardized which is technical, moral and legal. In the process of its standardization, we have to make technology as basic, law as assurance, ethics as the main line. Attempting to regulate the network we need to understand the technical specifications. We should adopt techniques to solve and prevent technical problems, and guarantee the healthy development of technology. We should guide internet uses with morals to make sure they can obey social morality and behave themselves even they are alone. Its not only beneficial to the community building but also conductive to the development of social ethics. Because of the virtue of network society, absence of social ethics was extended on this platform compared with real society. Network moral building will go though the various dimensions of social networks. Legal means will play an important role in controlling network issues too. It maybe the best to speed up the pace of building the legal system in network space. So we make these laws as guarantees for the development of a network society. There must be laws to go by, the laws must be observed and strictly enforced, and lawbreakers must be prosecuted. We have to solve those legal issues which are hard to define because of the virtue of network space. And based on the characteristics of network society, we should develop some specialized legal. Never let the internet become legal norms' blank spots. Cybercrimes should not grow in here. The paper concluded that the ultimate goal of regulating internet is to make internet users be responsible for themselves and manage themselves well.
