It's an important task for universities'HR department to evaluate teachers'performance including working process and the result in light of university's mission and development strategy. Scientific and rational performance assessment can not only arouse teachers'enthusiasm, help teachers achieve their personal goals, but also help create a high-quality teaching force and further promote universities'quality education, and deepen the reform of universities.University performance appraisal now commonly connects the teacher's scientific research innovation with the material interests of teachers directly, is regarded just as feedback of teacher's past achievements and provides the evidence for present pay, promotion and job arrangements of the evaluated. And university teachers as knowledge workers, they not only pursue just and rational material rewards, but also demand independent work, personal development, and work achievements, which are based on recognition and just comment on their performance therefore, the current performance appraisal methods can not meet the university teacher's strong demand for internal fair and reasonable performance appraisal.360-degree performance evaluation is to be conducted by the superiors, colleagues, subordinates and clients as well as the evaluated himself, from various angles, and then to change work behavior of the evaluated and improve his work performance through feedback program. As a new way to improve performance, be conducted all-round evaluation, and then through the feedback process to change the evaluation work behavior and improve work performance and other purposes. As a new way to improve performance, 360-degree performance evaluation has achieved good results.Though there is much difference between the universities and enterprises in the aims, objectives, organizational structure, activity form and content, but they are common in the pursuit of efficiency, people-oriented modern management concepts and study as the impetus of sustainable development. So more mature management theories and methods developed by the business community can be used in the university management, and they still possess the effectiveness of "other mountain stone can beat bowlder".Under this background, this paper suggests that 360-degree performance evaluation should be applied in the performance management of university teachers. The paper discusses the basic theory of 360-degree performance evaluation, analyzes the problems in the application of the university teachers'performance assessment, and brings forward some feasible countermeasures and suggestions.
