In the late 1970s, Western developed countries have set off a government revolution tide mainly marked by new public management movement one after another. During this period, performance evaluation which was supposed to be an effective tool to improve the level of government performance management was used widely in the field of public administration and got great achievements. Performance evaluation theory has been introduced into China since the 1980s and it has been developed by leaps and bounds both in theory and in practice for more than 20 years.This article is based on the theory of government performance measurement, aiming at doing research on the status of government performance evaluation in the department of Population and Family Planning of Xiacheng District in Hangzhou. On the one hand the situation of the performance evaluation in Population and Family Planning departments was summarized on the basis of the documentation at hand, on the other hand the author carried out a field study about performance evaluation in the department of Population and Family Planning of Xiacheng District in Hangzhou in order to understand the status of its performance evaluation, sum up the experience, point out shortcomings and then give some suggestions to perfect the performance evaluation.It is innovative that the author combine the theory of performance measurement with the practice of the performance evaluation in Population and Family Planning departments instead of just doing a general theory study.
