The macro socio-economic background of Chinese family planning has undergone tremendous changes.The things that paying great attention to political civilization and spiritual civilization development,committed to the transformation of government functions,nurturing a modern nation,to establish a people-oriented,harmonious and sustainable development situation at the same time of vigorously promoting material progress,the family planning meets with new higher demands.Prime minister Wenjiabao speech at national population and family planning conference in 2006 said:The family planning not only the most important thing but also the most difficult thing in our country. And the difficult and important point is in the township and also in the rural.If we that want done the "most difficult thing",must with the township first,and set about to the effective performance evaluation,and also improve the performance of the township family planning further.The chapter 1,on the basis of the selection background,the meaning of the selection, review the population home and abroad and the achievement of the family planning performance evaluation research,assign the research ideas,ways and means,content and innovation.The chapter 2,analysis the current situation of the family planning performance evaluation research,and point that the construction of the family planning performance evaluation target system is unscientific,rules for implementation isn't available and other question of disorder.The chapter 3,analysis the question from the metaphysics and cause of the construction of the family planning performance evaluation target system,based on Balance Score Card,to design a scientific and rational family planning performance evaluation target system.The chapter 4,based on the weighted of the family planning performance evaluation target system and selection of the practical sample,and then uses the fuzzy comprehensive judgment model to analysis the family planning performance evaluation of 22 townships in Xiangxiang from 2002 to 2006.The chapter 5,at the basis of the conclusion and analysis of the township family planning performance evaluation,from five point which is consolidating the performance management of the township family planning,set up and consummate mechanism of the family planning,Interest-Oriented mechanism,safeguard mechanisms,top-notch services mechanism,to improve the township family planning performance.The innovation point as following:First,seek new mechanisms and methods for the performance evaluation and assessment,to explore the new performance evaluation mechanisms under the requirements of Chinese family planning work from aspects of the subjects,targets and methods;Second,based on the reflection of traditional evaluation index system,relying on the framework of Balanced Scorecard,we build a set of performance evaluation index system including 12 classification indicators and 29 individual indicators to evalue the township family planning work;Third,done the practical analysis of the family planning performance of the 22 township in Xiangxiang in last five years,and pointed assign the games to improve the performance of the township family planning.
