With the globalization of economy and the popularization and internationalization of higher education in the 21st century, and with the changes in domestic talent demand and the system reform and structure adjustment in higher education after China carrying out its reform and opening up policy, many local universities in China have stepped into the developing stage of multi-campus. Compared with those single-campus universities, the issue of how to improve the efficiency of multi-campus university administrations becomes an urgent problem that needs to be solved. However, this problem has not attracted enough attention from those multi-campus universities, especially from those local multi-campus universities. Some universities of such kind may have noticed this problem, but they have not taken measures to solve it, which hinders the education quality and the development of local higher education. In view of this, it is of practical significance to investigate and analyze the status of the work efficiency of local multi-campus university administrations and make researches on the improvement of its efficiency.Based on the literature review, this research employs the methods of questionnaire, interview, and case analysis to investigate the work efficiency of university administrations and finds that the following problems exist in the operation of university administration: the work efficiency is low; the operation cost is high; the work target is not clear; the duty, power, and liability of administrative organizations on different university campuses are inconsistent with each other; the work system needs to be further regulated and publicized; the quality of work staff should be improved; deficiency exists in the use of human resources; hardware facilities are imperfect; the construction of intercampus administration culture needs to be enhanced. This research analyzes the cause of these problems which exist in administration target, administration model, administration culture, and administration resources from the point of view of organization factor, personnel factor, environment factor, and technological factor and proposes the following countermeasures and suggestions concerning the improvement of work efficiency of multi-campus university administration: to improve the formulation of administration targets; to improve the construction of administration model and administration system; to improve the construction of administration culture and administration resources. Guarantee conditions have also been suggested concering the high work efficiency of multi-campus university administrations: to establish the supervision mechanism of multi-campus university administrations; to establish the incentive mechanism of multi-campus university administrations; to enhance the construction of sharing campus facilities and resources.
