The balanced development of compulsory education is the fundamental requirement of a fair and equitable education is social justice in the field of education, which extends the embodiment of a harmonious society and is an important value orientation. In recent years Compulsory education of the domestic balance of basic education is also an important part of the policy, local governments have promulgated a number of actual policies in order to promote the balanced development of compulsory education. Although these public policies have promoted the balanced development of compulsory education and have played a positive role, there are still some problems. Moreover, many of these issues seem to be a success of public policy, because of its inherent limitations, or with other policy conflicting between the implementations. In the process, the desired results of the policy have been greatly affected. In manycases, it is still difficult for the policy to promote compulsory education to achieve balanced sustainable development. The effect of the implementation of the policy decides whether the policy made ever was correct and whether the implementation of effective policies is suitable for the main criteria. In the perspective of policy, regional balanced development of compulsory education in the implementation of the policy takes effects of this study as its aim, carrying out the investigation and analysis, which is conducive to the current policy of balanced development of compulsory education amendment in order to promote the balanced development of compulsory education in the implementation of the policy and promote compulsory education in a more healthy and sustainable development as well.This thesis is based on the development of compulsory education in Songjiang District, through the collation and literature survey, the author has found that its policy of balanced development of compulsory education in the implementation of the existing problems and causes on the basis of this analysis, and also put forward some effective suggestions and strategies to strengthen the effectiveness of policy implementation recommendations and Countermeasures. In the course of the study, the author sticks to take the Marxist methodology as the guide, mainly using the investigation and documentation of research.The present balanced development of compulsory education adapts a new educational concept of development, which is targeted mainly in China between regions and between urban and rural areas, schools, and between the groups by the imbalance in the development of education. All aims to solve non-balanced development of compulsory education on China's basic education. Therefore, the essay is based on the current period of compulsory education in Songjiang District, exposing some problems appearing in the balanced development of compulsory education and discussing them. The essay focus on Songjiang's current balanced development of compulsory education policy, especially on reform policies of the personnel system, the development of rural compulsory education policy and the period of compulsory education schools, such as upgrading the quality of education policy and the implementation of these policies in the course of the actual effect of the investigation and study. On the basis of the analysis about the personnel system reform, optimize the hardware facilities and the feature of the period of compulsory education schools, the current balanced development of compulsory education in the implementation in Songjiang faces up to many problems, the regional economic and overall layout, obligations education level and the development of compulsory education result from the more problems mentioned above. Further analyzing the policy issues in the implementation process on the basis of compulsory education in Songjiang District, it is not difficult to find some new challenges, so this paper means to strengthen the planning, and improve compulsory education in the public finance system, deepen the reform of the personnel system, and expand quality educational resources and concerns of the workers whose children are admitted into school, from which it can effectively strengthen the balanced development of compulsory education in Songjiang District.
