Private basic education in Hainan province was sprung up at the end of 1980s', which is later than other provinces in the whole country. Hainan private basic education have greatly contributed to prevalence 9-year compulsory education, ensure the education right of children of floating population, develop preschool education and promote infants'growing happily and healthily. Especially Haikou Jinshan School, Guo Ke Yuan School, Shuangdao School, Huaxing School, Huandao Primary School and etc, which their school size and teaching quality once belonged the first class in the country, became the important part of Hainan Education. However, many problems were also exposed during the process of developing private education in Hainan province. In Hainan, the development of private basic education is not mature. Therefore, the research on the strategies of the development of private basic education would provide practical significance for Hainan private basic education in current difficult situation.Due to the reasons of history and area, the education level of Hainan province is lower than that of other developed provinces in the main land. As a result, the private basic education in Hainan has its unique and obvious character of territory. In the past decade, the development brought not only plenty of delectable achievement but also a few of problems. The research on how to reinforce Hainan private basic education is the important task facing the education department of Hainan government.This article is armed to study the private basic education in Hainan, analyze the embarrassments and issues existing in its development process,intruduce the theory of school effectiveness,evaluate its level of school effectiveness through fuzzifying integral method, provide some suggestions and thinking to solve these problems,and try to present several meaningful instructions for the continuable and healthy development of Hainan private basic education.In this thesis, the methods of demonstration study and theory analysis were employed, combining with the idea of modern education, public economics, educational economics and law. Through the analysis of its history background, current situation and characters, internal and external environment and main existing problems, as well as combining the actual examples to deeply explore and research, the suggestions and strategies for developing private basic education in Hainan province were presented.
