Being an important component of our country's Higher Education, Vocational Colleges train the technical staff that needed in the whole society. In the situation of our country's vigorously development of the Higher Vocational Education, Colleges in Henan province have developed very fast .During the period of 1999 to 2007, there are 13 key technical secondary schools in Henan Province that had been approved by the Ministry of Education alone or combined into the Higher Vocational and Technical Colleges. Although these colleges have upgraded to Higher Vocational Colleges formally, their conditions for running schools and infrastructure have not really reached the level of the upgraded. With the increased enrollment every year, the sports teaching in these colleges is facing severe test. Under such circumstances, understanding the status quo of these "upgrading" Vocational Colleges' gives new ideas for the reform and development of Physical education, and provides a theoretical basis for Education and Sports Departments of Henan Province which is in charge of planning the development of Higher Vocational Colleges' Physical education. This paper reaches the following conclusions through the investigation and study of these 13 Vocational Colleges' Physical education teachers, students' studying of Physical education, sports facilities, equipment and so on, by means of Literature, the Survey Method, Logical Analysis, Mathematical Statistics: There's a serious lack of Physical education teachers, and their professional title and educational qualifications are low as well as scientific research level; Students' interest in learning Physical is not high; It follows the general Physical education pattern of institutions, so the content of the Physical education is out of touch to social life and society's need for talent, that means their vocational target is not strong; Evaluation of teaching is not in favor of training students' sports capacity; There is also a serious lack of material resources for Physical education and so on. Therefore Physical education is difficult to carry through. For the above, I made the following strategies and recommendations: strengthen the improvement of teachers ;reinforce sports teachers through various channels;improve the system of education and scientific research; improve the working environment and living environment for Physical education teachers and reduce the loss of teachers; reform the model of Physical education; improve the efficiency of the use of sports resources, try to make use of sports clubs teaching mode; the setting of course and content of teaching should fit the needs of students' learning and future professional career;improve students' interest in studying Physical Education; improve the evaluation methods of studying Physical education;introduce Multi-System for sports learning and evaluation;implement the "Student's Health Standards" thoroughly; increase the funds to improve infrastructure facilities, such as using community financing to construct sports venues, which will guarantee a normal Physical education in addition to provide convenience to community's sports.
