The current administrative management system is the most important element on the public academy teachers'Psychological contract. In this paper, the public academy teachers'psychological contract is introduced first. and then its'system origin is analyzed. Lastly, how to build a good administrative management system, construct a favorable psychological contract are discussed.Psychological contract is the general mutual expectation between an organization and its employees that is potential and explicitly expressed. Psychological contract in college teachers contains a lot, including favorable salary and bonus, equity and justice towards them, reasonable assignment, substantial attention to their reasonable suggestions, effective and efficient administration, caring about them with wide development, respect for them with fine academic communication opportunities and chances to improve themselves. Public college, as a type of public organization, should expect its teachers to serve the pubic interest, that is, to impart knowledge and educate students, do scientific research and innovate and serve society. Public college teacher's favorable psychological contract is not to do harm to it. But the reality of public teachers'psychological contract is not in this way, it either does harm to teacher or to public college'mission. The organization origin of this phenomenon is current administrative management system which lead to administrative power generalization.The current administrative management system do great influence to public college teachers'Psychological contract, administrative power generalization exists everywhere. As to the external influence on public college,government gover the public college stimly, divide public college into strict ranks. Such way has weakened the public colleges'autonomy,strengthened its'inertia.Inside public college,government power still exists everywhere and lead to bad outcome.Lastly,It discusses the approaches to building favorable psychological contract based on the description of the present status of psychological contract among college teachers from the angles of.administrative system.The paper puts forward suggestions in two ways to build a fine contract . First,we should perfect our administrative management system.Second,we should transform government role. Including innovating institutions, consummating trust-agency-relations, carrying out self-independence of colleges, tidying up relations between different departments to create a good environment for administers to improve. When government changes its'role,Administers have to enhance their competence through training and management responsibility, analyze and understand the actual need of teachers , hold a good balance of public and personal interests. They also have to be good at assignment, communication and promoting with the principle of justice and equity.
