The higher education should served for the rural economy construction ,it has the deep rationale, the full historical experience and the significant practical significance, since socialism new rural reconstruction need it, also the popularity development of higher education need it too. This article utilizes the multi-disciplinary knowledge, uses the method that integrates the qualitative investigation and the quantitative investigation, inspects the effect, the way and the existence question of the process which our country higher education served the new rural economy construction. Moreover, this article proposes the countermeasure suggestion of sharpening the serviceability of higher education for new rural economy construction.This article is divided into four chapters: Chapter 1, the introduction of the main topics on this paper, the background and significance of the status quo at home and abroad study, research ideas and methods; Chapter II, the theory and practical study of the higher education serving to rural economic development, major study about the theory origin, historical experience and practical significance of higher education serving to the rural economic development, and the way and obstacles of such services in reality; Chapter III, the reckoning and comparative analysis of the contributing degree of the higher education serving to the development of rural economy, on the basis of the Cobb - Douglas production function, it constructs the reckoning model of contributions , to calculate the specific sample for the years 1999-2005 , and compares the relevant data collected at home and abroad, analysis the existing problems; Chapter IV, the promotion strategy of the contributing degree of the higher education serving to the development of rural economy, aim at the problem revealed from the quantitative and qualitative analysis, it put forward the path of the enhancing of contribution of higher education serving to rural economic development, and put forward specific measures targeted.The main innovation of this article is: First, in research methods, the introduction of quantitative research of the areas of higher education serving to rural economic development, tracks to the reckon and comparative analysis of the contribution, educes a series of data and conclusions; Second, in research content, promotes the investigation work over education and economic growth to the areas of agriculture and rural, constructs the indicators of the predigest-coefficient of China's rural labor-force based on the calculation-model correspondingly, it is conducive to the deepening and fine of research subjects; Third, in the study results, it proposes the measures of enhancing the capacity of higher education serving to rural economic development , which provides a new perspective for China's development of higher education and the building of new socialist rural countryside.
