Bertrand Russell, (1872~1970), who is a famous representative of European new education movement, is a philosopher of England. From 1920s to 1930s, he put forward his preschool education theory and put it into practice. For he is too famous as a philosopher and a mathematician, people always forget he is a preschool educator intentionally or unintentionally. When he has his education theory and does the practice, the European education practice was at its best, so his special preschool education method and activity always be neglected .Factually, his educational thought is full of democratic and scientific spirits, and many of his opinions still have important practical meanings.Through interpreting and summarizing published research and doing historical research, and on the basis of Russell's philosophical , political , psychological and educational mind , this thesis collating his opinion on education purpose, moral education ,ihtelligence education ,sex education and nursing school education and so on. By analysis on Russell's free education experiment and the experiment on health education in the Beacon Hill School, the author want to evaluate Russell's education mind and his practice impersonally, it also expects to provide ways and references for the revolution of developing scientific and democratic preschool education in the world.
