The problems of the over-assignments in learning among Primary and secondary school students have been always being a hot issue in the area of education as well as the whole society. The over-assignments not only have impaired both the physical and psychological health of the teen-ages, who are just in their growthing period,but also have done harm to the otherwise harmonious relationship between the students and teachers, and that between the teachers and the students 'parents,moreover, it has had a heavy negative impact on the implementation of the education for all-around development by introducing too much burdens to people and damaging the images of our educational government.The problems of over assignment can be described by the following two aspects: firstly, the assignments'time-consuming, which usually costs too much time of the students both at school and at home. Secondly, the assignments 'difficulty, which is always beyond that of the practical receptivity of the students and that of the standards for the national curriculum.There are many factors which have resulted in the problems of over assignments in learning among the primary and secondary students:at the level of ideas, the non-humanistic suffering-learning view, the utilitarian view of value,the parochial view of talents all have their limitations respectively; at the level of system, the system for recruiting students, the system for entrance exams of all levels, the evaluation system for the schools, the teachers, as well as the students of all levels, the employment system, which emphasis on the diplomas and educational background, have also had their drawbacks.A Comprehensive treatment method can be used in the resolving of the problems of the over-assignments in learning among Primary and secondary school students.Firstly,at the level of system, the system for recruiting students of all levels must be reformed by canceling the entrance exams from Primary school to Secondary school, moreover,the government and the educational administration also must be transformed to become the producer of the educational standards, the indermnitors of the educational conditions, the vindicators for the educational equity, the providers of educational services, as well as the supervisors for the teaching effect to set up a harmonious relationship between the government and the schools, on the other hand, a strict educational supervision should be adopted, and those who have violated the educational regulations,policies,and laws and t hus resulted in the over assignments in leaning among students should be punished strictly. Secondly, at the level of ideas, the educational ideas from the society, the schools, the teachers, and the students' parents must be transformed totally, a proper educational view, the view for students, as well the view for the talents must be built up;Lastly, at the level of implementation, a supervision network for the students'over assignments must be set up in order to improve the classroom teaching, optimize the design of assignments, and enhance the teachers's professinal development.
