Curriculum and culture has closed relationship. According to the history of development, curriculum came from the need of culture transfer. It is basically meaningful to study curriculum according cultural point of view. It's the best view to see the curriculum reform through the conversion of curriculum and culture. When surveying the history of development of Physical Education curriculum, we find that the main content of P.E curriculum is sports culture from 1920s until now. In another words, P.E curriculum could be see as organized sport culture since 1920s. According to structural function of sports culture, P.E curriculum should transfer the sport culture in complete entity including material, institutional and spiritual culture. And the sore part is spiritual part of sports culture. P.E transfer sport culture selectively and creatively. Sport culture is not just method but the aim of P.E curriculum. It is better that P.E curriculum be designed for the present and future life of students.It is a good view to analyze the current status and problem of P.E curriculum of China. According to the most popular Curriculum Model of Sport Education, some suggestions are given for improvement of P.E curriculum in China. In the view based on sport culture, P.E curriculum should be designed systemically. P.E curriculum should comprise abundant sports cultural factor including knowledge,skills,fitness,amenities and so on. Through competitions, group study and festivity, student could experience real sport culture fully. It is helpful for students to be competent,literate and enthusiastic sports participants.
