Higher vocational and technical education shoulders the grave responsibility to hundreds of thousands of advanced technicians and technical personnel for production, construction, management and service. The cultivation of professional abilities is the core of higher vocational and technical education (HVTE). The current vocational and technical education is to press ahead combination of work and study, to search for the method to develop the Chinese vocational and technical education better and more quickly.Literature search, comparison and questionnaires are used in the research and what are studied systematically and in detail include theoretical basis for work-study education, the general models of work-study at home and abroad, the current situation of our work-study in HVTCs, the operation systems and way to carry out work-study program.It is believed that work–study is the specific demonstration of cooperation between enterprises and colleges, which is characterized by the combination of book knowledge and practical work. It, along with combination of production, study and research, belongs to macro conception in terms of educational system with the HVTC students as the main subjects. Wok-study, guided by the technical training, has the cultivation of individual personality and professional ability as the foundation. The cultivation must meet the needs of the enterprises; cultivation scheme must be accompanied with double diplomas, aiming at playing a full role of students'ability to perform with hands, innovativeness, the ability to start his or her own business and ability to diversify their employments related to their majors. The understandings are unveiling the fundamental features and law of vocational education. The theory of work-study scientifically unveils the dual relations between production and education. The development and history of work-study at home and abroad and basic models has been studied. It is concluded that work-study is both a notion, which resolved how to position and develop vocational and technical education, but also the fundamental path to develop VTE.From practice proving point of view, through case study and questionnaires, the current situation of our work-study education has been analyzed in details and major factors that constrain work-study have been found. The main problems of our work-study lie in: first, traditional ideology constrains the reform and development of organization, management and educational quality control. Second, the misunderstanding results in the public opinion of emphasis on diploma and ignorance of techniques, which exerts negative influence on the development of work-study and enterprises lack enthusiasm for carrying out work-study; thus colleges haven't built the educational system that can complement both colleges and Enterprise's strong points and benefit the both. Absence of according supportive policies results in reluctance of carrying out work-study; third, scarce of financial support constrains the investment from the government. The economy of our country is quite underdeveloped. Inefficiency of funding channel, undiversification of investors, unsound relevant systems, scarce investment from enterprises, lack of strategic insight are combined to create serious constraints over work-study education.The author thinks that, as an educational ideology, work-study embodies the guideline of vocational education which highlights service is the core oriented by employment. As an educational system, work-study is a new type of study system which combines modern vocational education and labor system; as a way to cultivate students, work-study stresses the combination of study of book knowledge and practice, emphasizing studying while working and working while studying so as to strengthen students'practice and social capability; as a type of management, work-study will undoubtedly begets the common management system on students'study and work; as a pioneering study, work-study is the trend and key to deepening the reform of our vocational and technical education and school-enterprise cooperation as well as mutual beneficial system in the long run. The specialties management should be strengthened through pressing ahead work-study oriented by employment; courses system should be strengthened through nurturing ability; beefing up of bases for practical training should be focused on techniques; the morality of students should be improved through professional conducts to show the characteristics of VTE. Work-study is the fundamental way for current VTE reform, the key issue of innovation of VTE and road to take to develop VTE scientifically.
