An Economic Analysis Of Social Donation To Public Universities In China

Capital is the key factor which affects the development of higher education. With the raising of global high education's cost and the development of the popularization of higher education, the shortage of funding has become a bottleneck impeding the development of higher education in the world. Higher education is developed rapidly in China, and the traditional school-running system which just depends on financial inputs can not satisfy the demands. Under this situation, funding capital in multiple sources is the main finance policy of higher education in China. And social donation plays an ever increasingly important role in it as an important social fund. Public universities are the main forms of higher education in china, so study on social donation to public universities has an important significance to alleviate pressure of funds and to explore a financing method suitable for the Chinese situation.This paper is divided into five chapters. The first chapter is an introduction. It introduces the research results in social donation to universities of domestic and foreign scholars, defines some concepts referred in the thesis and introduces the framework and creative points.The second chapter analyzes social donation to public universities in theory. It describes the influencing factors respectively from three respects of supply factors, demand factors and policy factors, and introduces utility function to explain donator's intrinsic motivation. Meanwhile, the effects of social donation to public universities are divided into economic effects and social effects to be analyzed.The third chapter introduces the experiences of social donation to universities in the United States. It introduces and analyzed the operation condition of social donation to public universities in the United States from respects of its recent development, universities' management operation and the external environment promoting social donation, and it is pointed that the keys that guarantee the success of social donation in the United States are its perfect system and benign developing mechanism.The forth chapter is a realistic analysis of social donation to public universities in China. It firstly analyzes the development situation of social donation to public universities in our country, and then chooses Peking University Education Foundation and Nanjing University Development Council as successful cases to analyze, and it points out that there still exists some problems in our country such as the low recognition degree of social donation, the lack of auxiliary systems to standardize and prompt social donation, the lack of humanistic environment which is beneficial to social donation and incomplete donation system.In the final chapter the improvement advices for social donations to public universities in China are put forward, according to the comparison analysis ahead. This thesis argues that we should start from the social culture, university management and institutional environment to cultivate suitable culture and institutional environment for social donation and to establish normative financing and management system of universities, and finally establish a perfect social donation system.
