Research On Social Donation In Public Universities In China

Education fund is the key factor which affects the development of higher education. With the raising of higher education's cost and the popularity of higher education, the shortage of funds has become a bottleneck impeding the development of higher education in China. Higher education is developing rapidly in China, and the traditional school-running system which mainly depends on government financial inputs can not satisfy the demands. Under this situation, funding capital in multiple sources is the main finance policy of higher education in China, while social donation plays a more and more important role in higher education funds. Public universities are the main forms of higher education in China, so the study on social donation to public universities is significant to alleviate pressure of funds and to explore a financing method suitable for the Chinese situation.The paper analyzes the basic theories, the development history and the present situation of the social donation to universities in China. What's more, it takes the successful experience of social donation to American universities for reference and carries out the countermeasures and suggestions for public universities'social donation, which are suitable to our national conditions.The paper analyzes the nature of public higher education with public goods theory, product supply theory and external effect theory, then it reveals the necessity for the public universities to start social donation; besides that, the steady development of the economy and the improvement of social demands provides the projective necessity and realistic possibility for universities to develop social donation.The paper takes two universities in case study and analyzes their present situations of social donation, through which we finds the problems in our public universities'social donation:the government hasn't formed wholesome policy system and system environment available for social donation to universities; public universities haven't put enough emphasis on social donation and haven't built a thorough operation organization and system mechanism for social donation; the culture atmosphere of social donation is not enough thick and the culture environment is not perfect.The paper analyzes the successful experience of social donation developed by American universities, and it proposes the countermeasures suitable to our national conditions, aimed at the problems which our public universities have in social donation: the government should accelerate the establishment of the policy system and system environment to encourage the universities to develop social donation; the universities should know clearly that social donation plays an important role in the sources of higher education funds, and the universities should accelerate the establishment of the raising operation organization and system mechanism for social donation; lastly the paper calls for the society to change ideas, improve the understanding and form thorough and effective culture environment for social donation.
