The harmonious socialism society is fair, equitable and justice. The firs step to build such society is to promote social equity. As the essential part of social equity, education equity absolutely plays an important role in promoting the building of harmonious society. Education equity is not only the symbol and extension of social equity, but also is the foundation of harmonious society development.But the current education equity situation is not promising and has already become the obstacle of establishing harmonious society. So it is important to assure education equity in China.Based on the theory of new public management, the paper analyses the education equity and the features of basic education, explores the problems of basic education as well as the reasons, and suggests the countermeasures to maintain basic education equity. The paper is divided into four chapters.Chapter 1: the theory of new public management. In this chapter, the basic content of new public management and it's evolution have been introduced.Chapter 2: basic education and education equity. In this chapter, the paper firstly discusses the meaning and features of education and then analyses the basic education as well as the meaning of education equity (education opportunity equity, education process equity and education result equity). At last, the paper studies education equity from different aspects and explores the value of research on education equity.Chapter 3: current situation of basic education in China. In this chapter, the author firstly studies the problems of education inequity such as education opportunity inequity, education initiation inequity, education process inequity, and education result inequity. Although great progress of enhancing education equity has been done in China, due to the first stage of socialism, the problems of education inequity still exist. Then the paper explores the reasons of education inequity.Chapter 4: the countermeasures of new public management to promote basic education equity. Based on the new public management theory, the paper suggests the solution to basic education inequity: the government responsibility should be clear, and the duality structure between city and rural should be broken. At the same time, the government should enhance it's investment to education. Fulfill the function of market mechanism to optimize the education resource. Respect the students and their parents'rights in education choice. Improve education regulation and set up a servized government.
