Higher education will play an increasingly important role in social development and international competitiveness. From the 1990s, there are rapid changes in quantity and size of China's local colleges, the corresponding the overall quality of teachers have improved remarkably, the College Teachers of Human Resources level qualifications, the knowledge structure, professional configuration been effectively optimize and improve the local college talent competitiveness. However, in obtaining the results, due to historical, cultural, economic and institutional factors in particular, our local college teachers performance management of human resources are still inadequate and there are many crises, although most of the 1990s was a place of internal management system reform , it was the local colleges and colleges to play a very good situation of reform, but not fundamentally solve the performance of local colleges human resources management in some problems. These problems severely constrain the local college human resources performance management function effectively.Performance management is the human resources management system of the foundation, but also teachers career development planning and the education and training of objective basis.
