The implementation of scientific management is an important guarantee for Y N College to improve itself and to achieve the strategic objective. The scientific management of Y N College is carried out through explaining strategic objectives and requirements of scientific research to different parts at all stages, meanwhile transmitted them to all levels of departments and individuals. It's through evaluation and management to support Y N College strategic targets.On this background, the thesis uses the theory of human resources management, combines with the actual situation of Y N College's scientific research and bases on the theory of Performance Evaluation System, then designs the performance management and appraisal system for Y N College. The purpose of doing so is trying to evaluate the scientific research teams in different angels, promote their ability, develop their potential, improve their achievement, and consistently increases the reform of scientific research management. It is an effective measure to improve the efficiency and effectiveness of Y N College research. This thesis focus on four key issues:process design of performance management, what to evaluate, how to evaluate and application of evaluating results. Moreover, it does the corresponding discussion on the selection of Performance Evaluation System, the characteristics of scientific research in college, the evaluation cycle, the evaluation process, the choice and training of examinee, the evaluation of documents, forms design and so on. Through performance evaluation system, we can promote the capacity, potential and performance of Y N College research teams, and consistently increases scientific management. We should in full respect and recognize the labor of researchers in scientific research management, and make school and community recognized the value of its work. Finally, we can raise the level of scientific research, create scholastic characteristics and lead to the formation of disciplines advantage.
