The logistics of colleges and universities is a foundation and the guarantee work, which is the necessity condition in the higher education. The logistic guarantee is an important event that relates to the high school teaching and the scientific research. Along with the reform of higher education is working up in our country, the irregularity of the managing system and circulate mechanism is obvious increasingly and turns into shackle. The logistic reform of colleges and universities becomes nominal and formalistic. This affected healthy development of the scientific research and teaching business to a large extent. Qua a logistic employee, penman has been convinced of the realistic significance of societal way and implementary project in the logistics. So penman chooses this topic to carry on the research. Penman bases the reform of property system to set up financial governance's of the logistics of colleges and universities based on the pluralistic property for resolving the above-mentioned problems, which appeared in the reformational process. The author hope it raises logistic efficiency in governing finance, further pushes forward course of the logistic reform, and actualizes the target that carry out the logistic socialization.This dissertation first analyzes domestic and overseas actuality concerning the logistic finance management in high school and financial governance, which provide the basis for the fixed position that this text studies, show meaning and value that this topic researches. Second, throng listing mode of financial governance in the logistics of colleges and universities and analyzing problems that exited. Among all the problems, the most important factor is the reform of property right -"pluralistic property". The mechanism of financial governance includes the school, social, employee's, the manpower capital and student's capital stock. Third, based on pluralistic property, mechanism of financial governance should be designed creatively. The whole mechanism of financial governance includes mechanism of financial decision, mechanism of financial restriction, mechanism of financial control, mechanism of financial prompting, mechanism of financial distribution. In order to strengthen the science of this research and the applicability of the projects, at the end of this dissertation, the author evaluates conditions of bringing into play for mechanism of financial governance and also describes the bright future of the new theory in the logistics of colleges and universities.
