With the deepening development of China's family planning work, the study on fertility culture of minorities, which are closely related to population policy, is universal concerned by theory and practice workers. Because of the influence of natural environment, customs, history, traditions, religious beliefs and other factors, fertility culture of minorities has some regional and even national common characteristics and demonstrated the unique personality characteristics, containing rich and profound connotations.Strengthen research on fertility cultural of minorities and build a new pattern of fertility culture , which are not only helpful for develop the planning work in minority area but also conducive to the execute of ethnic and religious policies, helpful for the stability in the border region's and promote co-prosperity for all ethnic groups.Xinjiang is a multi-ethnic region inhabited by complicated and varied fertility culture of minorities. Since 1988, Xinjiang has begun to implement the family planning policy to minority, which has made tremendous achievements in controlling population growth, improving population quality and promoting economic and social development. However, in the socio-economic underdeveloped and low levels of productivity areas inhabited by ethnic minorities, affected by the traditional fertility culture of minorities, some minorities have insufficient understanding to the national policy of family planning. There is a definite gap between their reproductive concepts, behaviors and the new type of socialist fertility culture. Taking fertility culture of Xinjiang Uygur as research object, this thesis makes field surveys and research on reproductive purpose, traditions of reproductive and marriage, reproductive mode, quantity and quality on reproduction, gender preferences and other fields of the two Xinjiang Uygur Autonomous Region settlements- Aksu and Kashi .At the same time, the thesis makes a compare research on fertility culture of Xinjiang Uygur in urban and rural area of the two cities and makes a comparison on fertility culture of Uygur and Han, finds out that there is a two-way interaction between the development of fertility culture of minorities and the development of socio-economic and cultural. Fertility culture not only infected by the natural environment, customs, religious beliefs and other factors but also closely related to social, economic, productivity levels.Therefore, except reasonable absorbing the essence of the traditional fertility culture, actively making guidance on traditional fertility culture and modern new pattern fertility culture at the same time, we must accelerate economic development in ethnic minority areas, correctly handle the relation between religious beliefs and fertility culture and set up social security system. So that we can make the new type of socialist fertility culture organic integrate with traditions fertility culture of minorities and set up a new pattern fertility culture of minorities with national characteristics and accord with modern reproductive civilization, in order to promote the sustainable development between population and socio-economic, natural environment.
