With social gender theory and paternity view, the paper described the patriarchy restriction and arrangement to gender, reflecting deeply the phenomenon of women participating in the political activities gestated from the value system of the Father-right society, which is based on the essence of traditional gender culture and special circumstances of Chinese modernization.Through further analyzing the problems caused by the social gender absence, the paper put forward a viewpoint that takes the social gender perspective as the cutting point of the bureaucracy reform. The paper also revealed and deconstructed the essence of the patriarchal central society and considered the female value construction in public administration, on which it stressed that the focus of female executive reform should be transformed from passive criticism to positive affirmation that is on the contrary of the male value, and tried to enlighten the female political participation in patriarchal society. Considering the status quo of the bureaucratic study, the paper held that the gender sensitivity should become a new prospective and method, which can broaden the vision and expand the space of research and inject new vigor into it.
