The century of the 21st century is the century of the knowledge economy and the economic globalization. In a certain way, the knowledge economy is the talented person economy. The competition caused by the economic globalization is actually the completion of talented person. The question of the talented person is paid more attention to in Inner Mongolia Autonomous Region after the development of the West Regions was carried out. The development of the West Regions has offered good opportunity to the quick development in Inner Mongolia Autonomous Region. In order to realize the change from the talent resource to the talent capital, the significance of the talent problem should be raised to a high level in this region. The talented person is the most valuable resource. The development of the region is depended on the development of the talented person in the region. The forecast on the requirement of the talented people is the base of the talent work. As long as we know what kinds of and how many talented persons are needed in the future, we can cultivate the people on purpose. On one hand we should avoid the situation that the shortage of the talented person influenced the development of the economy because of the development of the education from falling behind the development of the economy, On the other hand we should avoid the waste of the talented person because the cultivation of the talented person are enlarged blindly and the talented person are not fit for the development of the economy.This thesis is basically based on the Statistical Yearbooks of Inner Mongolia Autonomous Region, China Population Statistical Yearbooks, Educational Statistical Yearbooks of China, 11th Five-Year Plan personnel planning. The grey model, linear regression model, Trend in the push model, Combination forecasting methods, etc, are employed in order to combine the prediction of the talent's supply and the demand, analyze the status of high-level personnel, and predict the demand of the High-level Personnel in the next few years in Inner Mongolia Autonomous Region. In the end, the cultivation and development strategies of talents are put forward in order to hope that it can provide some references for talents'training and developing in Inner Mongolia Autonomous Region in the future.
