With the rapid development of science and technology,the investment in scientific innovation of various countries is constantly increasing.This not only accelerates the speed of social change but also increases the demand for innovative talents,which raises the fierce battle for the talents.The intense competition for talents has also shown an international trend.Now the process of globalization has entered a new phase and the trend of multipolarization in the world is more obvious,so the competition among different countries and regions is becoming even more intense.However,the core of competition for the talents is high-level talents.At the same time,the main trend of international mobility is from developing countries to developed countries,making the developing countries at a disadvantage in talent competition.Facing the increasingly fierce competition for talent in the world,all countries have fully recognized the extremely importance of talent competition and have formulated their own national talent strategies.Against this background,our country also attaches great importance to the talent developing strategy by putting forward the scientific concept of talent and implementing the talent developing strategy,thus putting the talent work in an important strategic position.At present,the economy of our country is in the transitional period from the new kinetic energy to the old one.In order to accelerate the rate of innovation and development drive,local governments are intensifying the introduction of talents.They have introduced a series of policies on the introduction of high-level talents and local talent-developing strategies.Linyi also accelerated the implementation of its talent-developing strategies to lead and support the economic and social transformation,thus creating a city of high-level innovative talents.Based on the theory of human capital,public policy analysis,Maslow's hierarchy of needs theory and comparative advantage theory,the thesis made a thorough research and analysis of the status quo and policies for the introduction of high-level talents in Linyi.The process of doing this research also invlolves readin a large number of information literature and drawing the advanced experience and practices introduced by developed countriesand developed cities in our country.Through the analysis of advanced experience both home and abroad,we could get inspiration for the introduction of high-level talents in Linyi.By comparing the domestic and foreign advanced experience and practices,we find the comparative advantages and disadvantages in the introduction of high-level talents in Linyi.In view of the current problems such as the introduction of high-level talent introduction policies,the unclear goals of high-level talents,the unobtrusive policy advantages,the serious homogeneity and the imperfect market mechanism for the introduction of high-level talents,the thesis put forward four suggestions for the next high-level introduction of talents in Linyi by combing theoretical researches and practical practice : Firstly,do a good job to research the needs of the talents.Secondly,concentrate the personnel power to highlight the comparative advantages of the policies.Thirdly,improve the use of talent tracking evaluation mechanism to enhance the role of the talents.Fourthly,make full use of intermediary agencies to promote the market-oriented allocation of human resources.We hope that the thesis could provide ideas and reference for the next step in the introduction of high-level talents in Linyi,and also hope to provide some reference for the introduction of talents in other regions.
