Since the new basic education curriculum reform, new textbooks of basic education curriculum has diversified, a new pattern of one standard curriculum and more sets textbooks has taken shape. To ensure the implementation of textbook quality and effectiveness, build textbook quality assurance mechanism is imminent. However, compared to the rapid development of basic education curriculum reform, the development of China's primary and secondary school textbook's construction and quality assurance mechanisms are relatively slow.Taking into account the pace of development to China's primary mathematics curriculum standards textbooks have good representation. Therefore, this paper take the Primary Mathematics textbooks developed and quality assurance of Jiangsu's Education Press as an example, Comprehensive comparison the People's Education Press, the Beijing Normal University Press, use literature analysis, case studies, comparative law, interviews, questionnaires, etc., system summed up, summarized the primary and secondary school textbooks in the implementation of quality assurance in the process of the basic law in the current.Through inspection the quality assurance mechanism of textbooks at home and abroad, analysis the practice factors affecting the quality of textbooks, getting affected the process of promoting the quality of the factors are the quality of the preparation of textbooks, promote channels, the textbook follow-up services, training mechanisms, communication between the textbook writers and the first-line teachers. By analysis the Jiangsu Education Press's Primary Mathematics textbooks to promote the process of quality assurance mechanisms, to protect the quality of primary school mathematics textbooks, not only to protect the quality of preparation, but also do a good job of training textbooks, teaching resources available, textbooks follow-up services, as well as the work of promote textbooks, including website promotion, magazine, CD-ROM teaching, the field exchange of work. By comparative study of Jiangsu's Education Press with Beijing Normal University Press, People's Education Press primary mathematics textbooks, we got the optimal quality assurance measures of textbooks in the promote of process, such as the most effective approach at training in textbooks, textbooks follow-up services, and the first-line of communication between teachers, modes of communication, information feedback channels, to forming experience.Study found that Jiangsu's Education Press primary school mathematics textbook quality assurance measures are more comprehensive, the quality assurance measures include the protection of the inherent quality of textbooks at the same time has its characteristics, a theory with practice textbook research teams, an effective Teacher training mechanisms and a textbook full of human service systems, while providing a textbook prepared by the group and the first teachers of information communication platform, for a good feedback mechanism. By comparison other versions of textbooks with the quality assurance mechanism, we learn from experience, and enrich the quality of textbooks protection ways and means.The case against the textbook of Jiangsu's Education Press, we can get such inspiration: the prepare personnel to the textbook in the stages of research and development must be scientific and rational, textbooks have their own characteristics, which is to protect the intrinsic quality of textbooks; the textbooks itself is the construction of a continuous improvement process, thus Need to practice the workers - teachers and students to give timely feedback, the textbook prepared by the expert group of courses based on scientific, rational and adaptability principles will be incorporated into the proposed textbooks, to improve the content of textbooks, scientific knowledge of the system, this is the applicability of textbook to protect the quality of feedback channels.
