| Since humanity, punishment exists in all levels of social life and in various fields of society, the field of education is no exception.At all times and in all lands,thinking on education, educational system,and educational practice are closely linked with punishment. In the field of education,punishment in the theory and practice of human activities constitutes an indispensable and important component.Punishment has never disappeared from the history of education. Up to now, no matter whether one is for or against it, in the school education, particularly in primary and secondary education, punishment is continually happening.When consulting a substantial amount of relevant information of penalty,we fount that the current penalties for education in this study mostly remain in the theoretical level; expositions are not systematic, punishment is all involved a part of the exploring other related issues.Or it is just the need for writing,but also is addressed superficially. These research findings can not be correct and can't comprehensively reflect the current practice of the existence of practical problems in primary and secondary education. In view of this thesis to "punish practice" concept as the starting point of China's primary and secondary education to the punitive study the issue.This paper is divided into four parts to the practice of China's primary and secondary schools punishment issues.The first part discusses the value of the punishment in the practice of china's primary and secondary schools.
