Teaching is the core of college routine work and undergraduate teaching is one of the most important aspects in higher education,which is the lifeline of teaching quality for higher education.At this stage,the main task of higher education is to improve the quality of teaching,and instructors are the real executants,then the quality of teaching in the classroom is the chief factor that affects the education quality of universities. Therefore,the teaching evaluation for college teachers is the key mean to ensure that teachers participate in teaching,advance their teaching method and promote the growth of professional,and also a powerful tool to ensure and enhance the quality of higher education.With the highlight of teaching evaluation function increasingly,the teaching evaluation for instructors has already carried out in various ways all over the world.The research and implementation of teaching evaluation in higher education started few years ago in China and is always promoted by the policies of Chinese Government.Therefore, teaching evaluation practice in China has strong tendency towards "management" at the beginning,which lacks the consciousness that focuses on teaching process and the concern of teachers themselves.Otherwise,in Chinese colleges and universities,the effectiveness of the existing incentive of teaching evaluation for teachers in the promotion of professional development of teachers and improvement of education quality is not remarkable.In terms of the disadvantages of current teaching evaluation, there is no doubt that innovating in the administration principles of teaching evaluation for university teachers,building up a "people-oriented" management philosophy and the developing a teaching evaluation model are the measurements and strategies that we should take.This paper concentrates on the undergraduate teaching evaluation model for teachers in Chongqing Normal University and it introduces the development theory into the research and practice of teaching evaluation.First,the analysis concerning developmental teaching evaluation involving definition,generation,features,functions, and theoretical basis are made.From the perspectives of classroom teaching in universities,the paper analyzes and discusses Chongqing Normal University Teaching Quality Evaluation program broadly and comprehensively with regard to the aims of the program,the content and index system,implementation as well as the evaluation results. Besides,in light of the current situation of undergraduate teaching evaluation in our country,the design and consideration about the frameworks of developmental teaching evaluation model in universities including evaluation principles,objects,index, methodologies and feedbacks are given,and the recommendations and suggestions are proposed for effectively establishing of developmental teaching evaluation models in Chinese universities.
