In the English education of China's primary and secondary schools,it is widespread that practicing students' ability in listening,speaking,reading and writing, together with the master of large vocabulary and grammatical rules,can help students understand English well and communicate with others in English.Such a way of English teaching separates language learning from cultural background and causes a lot of misunderstandings and usage errors in English communication because of the ignorance of the differences between Chinese and western cultures.By analyzing the cultural relations and the teaching materials used in the compulsory education,we can find the necessity and possibility of combining English teaching with culture education.Meanwhile,on the basis of the theories of communication ability and cross-culture communication put forward by Hymes,Habermas and Wundedich and others,our research focus will be on the culture education education of the English teaching in the primary and secondary schools.Firstly,through the survey of the cultural background education of the English teaching in the compulsory education phase,the English culture level of the Grade—one students in junior middle school,and the English teaching way applied to the students in Grade—three students in junior middle school,we find that English teachers neither pay attention to the cultural infiltration in English teaching nor are aware of its importance,and that students often ignore the culture phenomena when learning English and have a lack of associating culture with English learning.Secondly,through the analysis of the factors causing the lack of culture education of the English teaching in the compulsory education phase,we find that English teachers do not pay enough attention to culture education and do not have a higher quality of English attainment,that the system of English test misleads the motivation of English learning,and that the mindset developed by mother tongue inhibits the culture acquisition.As a result,the students in the primary and secondary schools have been in the lack of the teaching view of English culture education for many years.Without the culture input in English learning,many middle school students can only speak English,but not express it—they can speak English fluently, but cannot express its cultural connotations;they can only know the words,but not understand them—they can memorize a lot of words and phrases,but cannot understand their meaning in the local English context;and they learn English only literally,but not culturally—they only master English in the form,but not really go into its culture.Lastly,through the discussion of the effective implementation of the culture education of English teaching in the primary and secondary schools,we put forward that the culture education of English teaching should proceed from the communication needs of language and follow the principle of pragmatism,proceed from the cognitive laws of students and follow the principle of phase by phase, proceed from the age and the physical and mental characteristics and follow the principle of appropriateness;proceed from all directions and follow the principle of combining inside classroom teaching with outside;proceed from actual results and follow the principle of diversity and the development laws in different phases.We also put forward that the old English teaching concept should be changed and the view of English teaching in the culture context should be reestablished;the teacher team should be updated for a higher quality of English attainment;the local culture should be integrated with the English culture;the teaching way should be reformed and some research should be made to find out some specific strategies in the cultural infiltration of English teaching.
