Chapter III analysis the role and significance of the need for strengthening the protection of vulnerable groups in towns. Chapter IV is about the social security issues for towns vulnerable groups, including the minimum life security, medical security, unemployment security, housing and educational security. Chapter V is the preliminary exploration of establishing social security system for the newly unemployed in towns.The innovation lies in this paper: First use of political science, administration, sociology, economics and other disciplines summary of the basic tenets of the towns vulnerable social security building theoretical and practical basis. Second, in light of China's actual situation of a group of newly unemployed have reasons, the group of newly unemployed status and to resolve group of newly unemployed means.
