The market economic system provides a living space for its development; and the transformation of government functions provide a realistic possibility for its development as well. The practical needs of the development of higher education provide internal motivation for the development of intermediary organizations. Therefore, the strengthening of its theory and practice study should be emphasised on the verge topics in deepening education reform.Intermediary organizations of higher education is an independent education organization between institutions of higher education and the main body of social activities, providing specialized services, and dealing with matters related tasks, not administrative functions and the function of educating, so it shows the intermediary, service and autonomy, authority, and other characteristics. Its principal functions of high performance is in the social service functions, identification of functional assessment, information regulation functions, functions of scientific research and several other aspects. The formation and development of the Intermediary organizations of higher education is not only the needs of modern university system constantly moving toward perfection, but also the indispensable component for social modernization process . The survival and development of Intermediary Organizations of higher education is of social legitimacy, executive legitimacy and political legitimacy as well.Intermediary organizations of higher education is still at an immature stage in China's development. Though a series of intermediary organizations in all regions, all sectors and departments have been established, because of various factors, our intermediary organizations of higher education still faced a series of survival and development issues on its'goals positioning and the achievement of its functions in the process. For example: the government's strong attachment, low of social recognition, the lack of autonomy of the organization, the weakness of civil society, little policy support and so on.
