In the process of constructing national innovating system, the level of Sci-technical innovation of institutes has already become an important barometer of the level of sci-technical innovation of a country. But for a long period of time past, system innovation has been lagging behind, it seriously hindered sci-technical innovators' enthusiasm, initiative and creativity, and also affected sci-technical achievements. Therefore, in order to strengthen sci-technical creativity and to sharpen sci-technical competitive edge of institutes of higher learning, system innovation becomes very important and urgent to make full use of its functions of talents raising, scientific researching and social service.In the light of the rule "propose-analyze-solve the problem", this article based on the harmonious theory, the innovation theory and the needs of the level theory, utilize methods of institution analysis, systematic analysis, positivism analysis and comparative analysis to prove there's dialectical relationship between the systematic innovation and sci-technical innovation. it will focus on how the educational system innovation, administrative system innovation, personnel system innovation, cultural system innovation and sci-technical evaluation systeme innovation propel sci-technical innovation forward. And it tries to take our institutes of higher learning as an example to study its philosophy background and practical pattern of its system innovation. On the basis of research for interaction between system innovation and sci-technical innovation, this article draws the following conclusion that system innovation's lagging behind is fundamental matter that hindered sci-technical innovation of institutes, and that system innovation is necessity and security to sci-technical innovation, both of which should encourage and benefit each other, thereby point out that system innovation of institutes of higher learning is a necessary selection to propel sci-technical innovation forward, strengthen sci-technical creativity and promote achievements of scientific research.
