The construction of Collaborative Innovation Centers(CICs)in higher institutes plays a pivotal role in accelerating the establishment of world-class universities and disciplines,promoting the industry-university-research collaborative innovation,and implementing the strategy of innovation-driven development.Its precondition is the selection of appropriate cooperative partners and the key component is a compatible operational mechanism.An examination of the status quo of CICs reveals not only a lack of coordination and complementarity among the cooperative subjects,but also a lack of depth and efficacy in relation to the collaboration and cooperation.Most of the studies thus far have focused on established CICs,while little attention has been paid to selection of cooperative partners in the early stage and the deepening of subject cooperation in the latter stage.These problems have had a negative impact on the sustainable development of CICs.Against this background,this paper delves into the selective process of cooperative partners as well as the cooperative mechanism of collaborative innovation subjects,with an aim to provide theoretical guidance and practical implications for higher institutes collaborative innovation.There is also a dearth of studies on how CICs adapt to the complex system of the network.Following a route of ‘subject cooperative decision-making--design of subject cooperation mechanism--evaluation of subject cooperative performance--deepening of subject cooperative relationship’,this paper focuses on the cooperative subjects and content of CICs.It is informed by Collaborative Innovation Theory,Network Organization Theory,and Systematics,and adopts multiple research methods,such as Document Analysis,Delphi method,Fuzzy Set Theory,Game Theory,and Epidemic Models.By systematically exploring the mechanisms of CICs cooperative partner selection,the impetus to subject cooperation,the processual operation,and performance evaluation,this paper proposed a roadmap for deepening the cooperative relationship among CICs subjects and provided relevant suggestions for policy-making.This study is centered around four major aspects:1)Decision-making mechanism of CICs cooperative partner selection.Based on an analysis of the subject functions of CICs cooperative partners,this paper argues that subject performance and collaborative performance of the candidate partners should be taken into account when CICs are selecting cooperative partners.It elaborated on the functional structure of CICs subjects and the decision-making processes of collaboration matrix and selection of cooperative partners.It also established a decision-making model for the selection of cooperative partners.Adopting Delphi Method and Document Analysis,this paper established a comprehensive index system of cooperative partner evaluation.Drawing on the Fuzzy Multicriteria Decision-Making method,it also established a mathematical model for the decision-making process of CICs cooperative partner selection.2)Mechanism of CIC subject cooperation.Informed by Knowledge Diffusion Theory and Dynamics Analysis,this paper elucidated the driving mechanism of CICs and dynamics of subject cooperation and established the core mechanism of CICs subject cooperation: information communication mechanism,benefit distribution mechanism,and risk management mechanism.Based on the analysis of knowledge diffusion and the mathematical model of SIR epidemics,this paper proposed an information diffusion model and communication mechanism.By exploring the benefit distribution of knowledge decision-making,this paper not only analyzed the resource investment factors that influence CICs benefit distribution and the prospective return factors,but also established a benefit distribution model based on multi-person Nash negotiation.In addition,based on risk management of knowledge application,this paper analyzed the risk sources of collaborative innovation and proposed a risk prevention mechanism for CICs.3)Performance evaluation mechanism for CICs subject cooperation.Adopting Document Analysis,Delphi Method,and System Engineering techniques,this paper confirmed an alternative set of 20 factors that influence the efficacy of CICs subject cooperative performance,formulated relevant research hypotheses,and constructed an interpretative structural model of the factors influencing CICs subject cooperative performance.Based on this,this paper employed AHP method to analyze the importance of various factors that influence the ultimate goal of decision-making.Through measuring key influencing factors and index weight,this paper established a comprehensive evaluation model of CICs subject cooperative performance.4)Coping strategies of CICs subject cooperative development.Based on system stability mechanism,this paper proposed four routes for deepening CICs subject cooperation(integration of collective behavior,enhancement of system interface management,optimization of cooperative partnership,and mechanism of trust management).Given the leading role that government plays in pushing innovation-driven development and in promoting collaborative innovation systems,this paper proposed a series of suggestions for enhancing the construction of collaborative innovation policies and systems,improving the legal guarantee system for collaborative innovation,facilitating the construction of collaborative innovation platform,and optimizing the evaluation and surveillance systems for collaborative innovation.The contribution that this paper makes to the relevant fields of inquiry can be manifested in three aspects: First,it contends that the selection of cooperative partners is the prerequisite and foundation of CICs’ sustainable development.Based on this view,this paper established a decision-making model for CICs’ selection of cooperative partners.Second,informed by Network Knowledge Diffusion Theory,adopting the biological SIR epidemic model,and driven by the mutual benefit relationship that is applicable for organizational development and organizational genetic features,this paper established a driving model for CICs subject cooperation.Third,adopting System Theory,this paper established an evaluation model for CICs subject cooperative performance and proposed a dynamic performance evaluation mechanism for nonlinear increment.This paper applied theories on genes and tissue genes to the process of higher institutes collaborative innovation and provided effective routes and suggestions for deepening CICs subject cooperative relationship.
