With the deepening of globalization, the growth of the knowledge economy and rapid development of IT technology, the General Agreement on Trade in Services (GATS) has brought higher education into world trade area, which brings countries great opportunities to develop higher education internationalization and human capitals. Higher education internationalization has become an important way for every country to broaden educational investment channel, to increase higher education capacity, to improve the quality of education, to train and attract high-leveled talents. Trade in higher education service has grown to several billion dollar industry and will continue to grow in the coming future.Although China has abundant human resources, but the whole quality is not very high, the shortage of high-leveled talents has heavily bottlenecked the development of economy. Higher education is the cradle for training high-leveled talents. After China's reform and opening-up, Chinese government always made education a strategic priority, successfully realized the leap from elite education to mass higher education, talents has exceeded 60 million. But the contradiction between supply and demand in higher education is still very prominent because of the large population and shortage of financial funds. In 2001,China conformed to higher education internationalization trend and opened Chinese higher education market conditionally and systematically, much progress has been made on Consumption Abroad,Commercial Presence and Movement of Natural persons. With the development of higher education internationalization, we attract high-quality educational resources from overseas and competition mechanism into China, not only could we increase and improve the quantity and quality of high-leveled talents, change the mode of training talents, but also could broaden educational investment channel, lighten the burden of government's budgetary constraints. Besides the opportunities, we also face serious challenges, such as human drain, unfair, higher education management system and mode of training talents lagging behind, shortage of quality assurance system etc.Against this major background, we have to fully aware of the opportunities and challenges, more importantly, appropriate policies and rules should be adopted to guide and control the development of higher education internationalization. In order to train many innovative talents who are familiar with the east and west culture, We should learn and draw on foreign countries successful experience, change government's functions, strengthen service consciousness; improve and perfect quality assurance system and Legal and Administrative Systems in higher education service; reform the mode of training talents.
