Today, social development demands educators to care about student's development in all aspects, and change learning status of students. But, in fact, students in senior high school endure too heavy homework burden for various reasons. It conflicts with People-oriented and student's development oriented values that stressed by Basic education. The teachers is educators who directly face the students. Due to various complicated reasons, they have to Increase the burden on students by means of more homework in order to improve students' grades. The teachers can get higher occupational achievement, social prestige and economic returns. So that, we can not help but think deeply: the teacher individual is how to judge the issue? This study tries to make the necessary concept definition, literature review and investigate in order to find some in-depth internal things, establish a new teacher culture, and offer reference for reduce the homework burden of high school students.The paper consists of five parts.Part I is the preface which defines core conception of homework burden, teacher culture and culture analysis, and make preliminary descriptions and judgements on the relationship of teacher's culture and students' homework burden in the senior high school.Part II is analysis on the homework burden reality of a senior high school in Shenzhen by investigate, interview and document analysis research methods. The study analyzes the relationship of teacher's culture and students' homework burden in the senior high school, and comes to the conclusion that the teacher culture is one of the affecting factors of student's homework burden.Part III is analysis on the limited teacher culture from three aspects, including the teacher culture for teachers and the teacher culture for students, the teacher individual culture and the teacher collectivity culture, the teachers' competition culture and the teachers' collaborative culture. This research draws the conclusion that factors of too heavy homework burden are the teacher culture for teachers, the conflict between the teacher individual culture and the teacher collectivity culture, and excessive teachers' competition culture.Part IV is the strategy and approach. Based on the investigation and analysis of reality, it suggests strategies that form a new teacher culture. Part V is the epilogue. This narrates the conclusions of the study of the teachers culture of students' homework burden problem in senior high school, the investigation limit and the basic thoughts for further study.
