Although the Ministry of Education and education departments of provincial issued thedocuments several times to ask for reasonable homework, reducing extra-curricular homework,reducing the academic burden on students, but many studies have shown that the " theory" and "practice" state is very different in reducing the burden at this stage. The determination of “light-burden, high-quality” experimental schools in Ningbo opened a new chapter for the middle andprimary school students to reduce homework burden, but the findings of this study show that theheavy burden of homework, unreasonable at all levels in homework still exist, these phenomenawill have an impact on student’s achievement and the development of mental and physical.Therefore, this study tries to propose a scientific and rational strategy of effective implementationof homework base on depth investigation, research and analysis to reduce the burden on students,so as to get the destination of reducing the burden of students, giving full play to the homeworkfunction and promoting students’ development. The main contents of this article are as follows:Chapter one is the introduction. Make homework as the study’s logical starting point. Itincludes the research background of homework, research purpose and significance, the definitionof related core concepts, the reference review and the research methods.Chapter two is the related theoretical analysis of homework. The theoretical basis of thispaper focuses on the students, discussing target value orientation of student-oriented homeworkfrom the perspective of the students, and the homework psychological theory analysis bases on thelearning and characteristics of physical and mental development of the students.Chapter three is the research and study of academic burden and homework current situation infour “light-burden, high-quality” experimental schools in Ningbo. First, selected the surveydimension of this study according to the relevant literature and build the research model diagrambasing on this assumption that the four dimensions will have impact of mutual causality betweenthemselves and will affect students’ achievement. The four dimensions are the amount ofhomework time, the students’ attitude of homework, homework design and layout, homeworkmarking and evaluation. Second, select four representative “light-burden, high-quality” experimental schools in Ningbo to have questionnaire and interview surveys, then through thecollected data and information from the surveys to analyze and verify the feasibility andeffectiveness of the research model diagram by the use of correlation and path analysis. Third,according to the validation of the research model diagram to analyze the current situation and thecause from each dimension of homework, then, provide a strong empirical basis for the strategy ofeffective implementation of homework.Chapter four is the research on the strategy of effective implementation of homework. First,build the diagram of the specific operation of the strategy of effective implementation ofhomework, basing on the analysis of homework procedures. Then, have a thorough study forimplementation path and management of the strategy of effective implementation of homework,proposes some countermeasures and suggestions, combining with the theoretical basis andempirical investigation and analysis. In the implementation path, investigate the specific operationsand management procedures of the amount of homework time, homework design and layout,homework marking and evaluation, mainly around the main actor of teachers, and integration ofthe appropriate behavior of schools and parents. In the strategy management, the schools as actors,homework will be act together as a whole, and then adopt a whole series of homework activities,such as set goal, plan the management, develop system, implementation of the monitoring,feedback the information.Chapter five is the conclusion. The part states the limitation of the present study and offersfollow-up researches.
