On The Government's Function In The Employment Work Of College Graduates

Since the enlarging enrollment of colleges and universities, the contradiction between the employment of college students and the social demand has been increasingly outstanding. The government, as a macro regulator , has the key function of regulating the labor market and providing public services. The employment policy, as one of the tools for the government to accomplish the employment plan and to guarantee public interests, plays a very important role in the government's employment work of college students.Chapter One analyses the current situation of the employment of college graduates and after a study of the data of the employment rate of the graduates it points out the existing problems. Meanwhile, it elaborates on the causes of the current employment problems from the perspectives of the contradictions between the employment concept and the social and economic development, the social demand for personnel and the lack of the actual strength of the graduates themselves, the expectation value of employment and the social demand, the employment competitiveness of the graduates and the weakness of the employment instruction work of colleges and universities, and the imperfection of the employment market of college graduates and the fact that they will have to face the market, etc. And based on this, it clarifies the relationship between the employment policy of college graduates and the corresponding responsibilities taken by the government.Chapter Two analyses the policy of our government on the employment of college graduates, enumerates the related policies, laws and regulations, and discusses their characteristics, and sums up relatively from four respects: the policy on the employment market, the policy on the entry permission of employment, the policy on the macro regulating, and the policy on the dispatching and recruiting. It also elaborates on the problems and causes of the employment policies of Chinese college graduates.Chapter Three analyses the employment policies of graduates of foreign governments and draws on their experiences. The writer concludes the related policies laid out by the United States, Britain and Japan on the employment of college graduates, and after comparison, raises suggestions for making employment policies of our own country.Chapter Four advances the basic thought of giving play to the government function and perfecting our employment policy of college graduates, stresses perfecting the employment policy system of college graduates, strengthening the implementation of the employment policy of college graduates, and puts forward my own suggestions on solving the employment problems of college graduates.
