Urbanization is the key tactic China adopts to generate the economic expansion that embodies a process of demographic migrations from the rural area to cities, refining human resources with education as the core factor, which has become the limelight in all fields of society. Large-scaled population expansion and evacuation, and the assembling urban industries' upgrading breeds the swelling educational dimensions and a series of practicalities, including the training for migrants ,education problems for migrants and lack of skillful technicians. All those exert an evident impact on the educational system, framework and allocation for educational resources hence the corresponding reform emerges at the horizon.Education reform is seen as a huge project, among which the reforms for education system is the major part, and the mechanism is of great magnitude that ranges over the reforms for the education administrative system to be the guarantee and grounding for education system. After years' development and perfection in this field, China's educational administration system ensured the systematic improvements of China's education, while the margin for furtherance of reforms still needs fulfilling.The documentary, comparative and diachronic approaches are employed hereof to explore the American specimen of educational administration system including influential factors and fulfill the analyses upon the backgrounds regarding the social, politic, economic and educational in the preliminary, basic period of urbanization and period of metropolitan driven by urbanization with three phases as the skeleton. From historical perspective, the thesis traced back to the evolution of the educational administration system rooted in U.S. Department of Education, State Department of Education ,Local School District in the three phrases mentioned above and profound impacts on educational administration system exerted by urbanization and aims to seek and find the constructive revelation and enlightenment for our identical attempts in the process of reforms for educational administration system in China.The evolution of educational administration system under urbanization is not merely conditioned by population, economy and politics and other factors as well, even influences by those of the historical background and cultural tradition. Thus, the reforms for educational administration system in China is supposed to fortify the system with borrowed merits and take measures that suit the premise of China and seize good opportunities in the process of urbanization to fuel the harmonious development of China's education. |
