With the rapid development and the widespread application of information technology in all spheres of society , the information literacy have become the basic qualities of modern society citizens, which has been concerned and attended by more countries around the world. Even more, it was considered as equally important position with reading, writing, and arithmetic. The Information Literacy Training of students has been widespread concerned in college school and it also become the prerequisite which determine students to make successful and realized learning all the life.The author analysed the information literacy definition and content of the native and foreign scholars on Information Literacy,and analysised the cause of Minority Students' Lack of information literacy through Information awareness information knowledge,Information capability and information moral these four aspects of Gansu Province on minority college of information literacy status of investigations,and put forward tactics from ten aspect about the foster information literacy training for the core concept of quality education for college students associate the admissions policies, students characteristics, school cultures, and many other features of Gansu Province minority institutions.First,to foster information literacy training for the core concept of quality education for college students; Second, create good information environment, enhance the student's effective use of the information environment; Third, constructe for students the proper training courses system of national information literacy; Fourth, reform the existing literature retrieval courses and basic computer courses teaching mode; Fifth, improve teacher's Information Literacy to strengthen information technology and other courses of integration; Sixth, creating a new mode of teaching and learning and cultivating the awareness and self-learning ability; Seventh,guide students online, enhance the Minority Students' moral message; Eighth, strengthen national college horizontal integration and coordination, education resources Sharing Alliance; ninth, construction minority language teaching resources and information technology platform for undergraduate minorities information application environment; Tenth, strengthen bilingual education exchange Students two national languages of the information capacity.
