School-based teacher evaluation is internal. Applied mainly to adjust and improve teaching and learning and facilitate the teachers' comprehensive promotion, it is implemented inside the school. As a self-reflexive evaluation for reaching cultivation goals of both the school and the teachers, it is based on the school credos and characteristics. Therefore, different schools will employ different evaluations, which helps produce the diversity of the school-based teacher evaluations. In the contemporary teacher evaluation practices, school-based teacher evaluation has not received enough attention. What is worse, it is mixed up with inside-school teacher evaluation.Through a survey on the implementation of teacher evaluation practices in Jiangsu Y Middle School and an analysis of the existing problems and their causes, I here present the following school-based teacher evaluation scheme, which puts emphasis on the improvement of the teachers, the importance of the school and scientific integrity. The purpose of the school-based teacher evaluation is to enhance teachers' comprehensive qualities and care about the development of the school and the teachers as well. It covers teachers' professional ethics, competence, teaching achievements, relationship with the students and educational studies. Individual teachers' differences fully realized, I think we need to construct a polybasic evaluation standard, for the evaluation subjects, including teachers, leaders, peers, education experts, students and their parents etc. Evaluation methods are as follows: discussion, 360°, and file bags.Some precautions, setting explicit teacher development goals, adopting scientific statistic methods, emphasizing timely feed-back, further perfecting evaluation index, monitoring evaluators' subjective emotions and carrying out long-term following-up evaluation, need to be taken in the application of school-based teacher evaluation scheme. Supporting measures are to establish corresponding organizations, frame and perfect teacher evaluation regulations, set up management platform, strengthen relative training, instruction and research, build up a justified and rational evaluation atmosphere, and unfold school-based teacher evaluation culture construction.
