Under the times of globalization, knowledge economy and long- life education, competition among nations is actually the competition of overall national strength based on science and technology, culture and quality of the population, and the social competition is actually the competition for talented people, and competition among people is actually the competition for their own knowledge, technique and ability, which is all due to education especially adult education. Therefore, research on the motion of adult education has actual and contemporary significance.Adult education is directed at adult with purpose and organization. The developing motion of adult education refers to all the strength that promote the development of adult education. It can be classified into subjective motion and environmental motion, and three levels of nation, society and individual. Subjective motion is that the nation through legislation and enforcement ensure the fine development and fair educational chance, and that making use of advanced education ideology and scientific educational tactic guides the way for adult education, and that making use of investment promotes the rapid development of adult education. All the organizations of adult education understand their own duty and task, and build fine developing system, and provide nice condition and surrounding for adult education. Individual has strong desire for studying, clear goal for studying, right attitude for studying, and satisfying effect for studying. Environmental motion mainly refers to the promotion from international competition, national politics, culture, economy, social life and so on, and the use of modern technique. The motion has character of universality, otherness, long term and stability.Adult education in America, Britain, France, Germany, Japan, Sweden and Korea forms a fine circulation with economical and social development, which owes to the full use of subjective motion and environmental motion of adult education. In the case of subjective motion, establishing and executing a series of laws of adult education ensures development of adult education and equal chance of education, and the nations consider adult education as the main backbone, and raise enough money to promote rapid development of adult education, and regard adult's need as their aim, and found social system of gaining wealth, motion, fame by improving their own quality. On the hand of environmental motion, they respond external pressure of competition well and wildly use modern education technology.Adult education had its own feature in our country, but the disparity for the whole is obvious. It mainly includes unclear positioning, distempered legislation, insufficient funds, unreasonable and inflexible system, and inconspicuous characteristic and unsatisfied result in the adult education. Therefore, both the subjective motion and the environmental motion do not work well. Thus it is necessary to research the developing motion of adult education in our country under the guide of the scientific theory. Using the overseas experience as a source of reference, the developing motion of adult education on the aspects above should be strengthened to promote the better and faster adult education in our country.
