The theme of the thesis is higher education and city development's co-actional relationship. Now, China's higher education develops quickly. Its scope becomes larger and larger. As its jurisdiction had been transferred to a lower level, higher education has a nearly relationship with the city where it is located; on the other hand, after twenty years reform and opening up, China's citys also develop much more quickly. But it has to get much more human resources and advanced science and techonology productions to support its more quickly development. So, researching the two's co-actional relationship, and giving some advices about how to facilitate the two's more co-actional, will farly promote higher education and city's development, get much more scociety effects and economy effects.The thesis contains three parts. In the first part, chapter one defenites some concepts which are used in the article, introduces the background and significance, generalizes the framework, and summerizes some other experts and scholership's research about higher education and city's co-actional relationship. The second part is the main part of the thesis, contains chapter two, chapter three, chapter four, and chapter five. Chapter two studies higher education's effects to city scociety, economy and culture, etc; chapter three studies the effects that city development brings to higher education; chapter four summerizes the co-actional effect and analysises the problems that exist now; chapter five gives some advices aimed at the co-actional precondition, key reasons and government's effect on the co-actional relationship. The third part is the conclusion, through the aticle's study, we get the conclusion that, higher education affects all the aspects of the city politics, economy, culture and life; on the other hand, city's development also affects higher education's development.
