China's Central Government To Promote Fiscal Responsibility, Balanced Development Of Higher Education

The management and financing system of higher education in our country has changed for several times, and has formed the pattern of "two level governments both control, but the provincial governments play the main role". Central and local governments especially undertake the management and finance duties for their own higher education institutions, and the central government assumes the responsibility of macro-controlling as well.The research aim of this thesis, is first to reveal the unbalance development of higher education of our country now, and then to point out that central government should pay more attention to promote the balance development of higher education as their macro-controlling, third to research the role of central fiscal to promote the balance development and how to adjust revenue and expenditure to realize it.Our current problem of unbalanced development of higher education is mainly manifested in two ways.The first is the unbalance of institutional level. The average size of universities is larger than academy, so which made the talent structure can't suit to social demand, appearing surplus of the university undergraduate supply, and shortage of high-tech special talents cultivated by academy. The second is the unbalance of the subjects' development. Colleges enlarge or set up hot subjects blindness, without consider social and economic needs, so which made subjects of economy, law and computer developed too quickly, while subjects of agriculture, forestry and education inadequate development. The issues of higher education unbalance development are increasingly serious, which not only harm the healthy development of higher education itself, but also hurt the whole economy and the enhancement of our country's international competition power. So central government in the future should make great efforts to encourage balance development of higher education.Any government function implementation should reflect on the revenue collection and expenditure of fiscal.So if we want to realize the balance development macro-controlling of central government, we need to readjust amount and structure of money investment, and change higher education investment methods. How to clarify the direction of policy adjustment? We must introduce international experience, analyze policy status quo and do demonstration noun analysis. And after that we put forward policy suggestions, such as changing the fund appropriation pattern, perfecting the transforming disbursing system, and inducing social funds investment to higher education, for helping central government to undertake a better finance role in supporting the balance development of higher education.
