All kinds of competition in our economical activities, in one word, It can be traced to the competition of human resources. Human resource with modern knowledge is the core of one country's booming market-oriented economy. In this respect, university is even important to guarantee and strengthen the core because of its special character and strategic position. Optimized human resource in university can create huge power of development. Therefore, there is an urgent need to study the case of how to effectively optimize human resources allocation in our university.Based on the concept of human resource in university, the article mainly focuses on analyzing and explaining the special characters of human resource in university through the comparison with traditional personnel management, human resource management in foreign university and enterprises. Analyzing current status as well as practical problems; author has proposed the process and operation methods of optimal allocation from overall point of view, which can guarantee the substantial development of university. The whole article is divided into six parts:The first part is an introductory chapter, mainly focuses on the origin of this research, related concept and its significance as well as research method.The second part mainly focuses on the background of the research.The third part analyzes the current allocation of human resource in university and its problems.The fourth part explains the guiding principles and objectives of the allocation.The fifth part is mainly about author's viewpoints on the process and operation method of how to optimize human resource allocation in university, which based on the analysis of the current management status.The final part explains the remaining problem of this research.
