The primary function of colleges and universities is to cultivate men of ability, do scientific research and serve the society. In colleges and universities, cultivating people is the essential task and the quality of education is the lifeline. Naturally, colleges and universities should be teaching centered. And the improvement of teaching and education will always be the subject of colleges and universities. Evaluation is formed by judging the value of things. Evaluation itself has a function of supervising, judging, discriminating and guiding. Therefore, whether the theoretical system and practice of the evaluation of teaching and education in colleges and universities is scientific and rational has an important effect on the reform and development of many aspects. For example, the establishment of its guiding ideology, strengthening of teaching, consolidating the teaching management, and deepening teading reform.This thesis begins with the definition, content, features, function and importance of national teaching evaluation of universities. It systematically discusses the problems in the history, present conditions of national teaching evaluation of universities. Besides, by using an international view and an objective attitude, the author makes a deep and overall analysis on the national teaching evaluation of universities. Then the author comes up with relavant suggestions and strategies. (1)Establish intermediary evaluating organizations of different levels, strengthen the evaluation on universities' potential quality from those organizaions, establish various YUAN evaluating organizaio, and use authentication institution of evaluating organizations' qualifications. (2)Establish a group of poly-evaluating experts, use authentication institution of experts' qualifications, so that there will be a group of evaluating experts of high quality and much knowledge. (3)Under the principles of system and classification, establish a scientific and poly-evaluating targets system. (4)Look at universities as themselves, consolidate the self-evaluation of universities, and promote the establishment of universities' long-run self-evaluation mechanism of controlling the teaching evaluation and teaching quality. (5)Universities' teaching evaluation should be based on human beings. Organizor, experts, objects of evaluation should have an open and lenient attitude to the teaching evaluation. The teachers and students have to be treated as the body part. To reach the evaluating purpose, they have to make evaluations among colleagues, and ask students to evaluate the teaching. University teaching evaluation must establish a teaching mechanism which is good to teaching and doing research, so that teaching and doing research can develop harmoniously. (6)Use the evaluating result rationally, connect the evaluating result with universities' allocated funds and its relavant policy, and use mechanism of teaching results' time of validity. (7)Strengthen the evaluation of universities' characteristic projects, so that the features of various universities will be push forward. By doing all these above, we can form a theoretical evaluating system and practicing methods which will fit the present situation of our national university teaching; make the university evaluation accord with the conception and spirit of modern universities; lead the university to deveploment; help the universities establish a scientific conception of teaching and education quality, and improve the quality of teaching and education and the cultivation of men of ability.
